Unity Gradle Build Error when building: "More than one file was found with OS independent path ‘billing.properties’ "

I’m building my Android application with Unity 2019.4.13f1 which usually runs fine, but now I’m getting the following error message when trying to build:

More than one file was found with OS independent path ‘billing.properties’

I’ve tried deleting the .aar files in my Assets/Plugins/Android/ and running External Depency Manager/Android/Force Resolve, but I can’t find the underlying issue. I don’t have much Gradle experience so I’m not sure what exactly the logs are telling me here.
